Tax cut proposed, newspaper reports Aiwclttt Prat DilMlcfc NEW YORK The Treasury Department has recommended tax reform measures to President Carter which include a one-shot cut in personal income taxes next year, The New York Times reported today. i Quoting a confidential memorandum to Carter, The Times said the Treasury Department feels the tax cut should be implemented immediately because of fears of an economic slowdown in the latter half of 1978. A TREASURY Department spokesman declined to comment on The Times story, saying such memoranda are confidential.

The Times said Carter's over-all strategy is to "sugar-coat" some tax reforms affecting business and the wealthy by calling for a cut in individual and corporate tax rates. The tax proposal, according to The Times, will recommend varying tax cuts, depending on income bracket, for persons making less than $100,000. Persons making $100,000 to $200,000 would be taxed slightly more, and persons making more $200,000 would be hit with a 6 per cent increase. CORPORATE TAX rates on income of more than $50,000 would drop from 48 per cent to 46 per cent, The Times said. The most controversial item Carter Is considering, according to The Times, is a proposal to fully tax capital gains profits on land, securities and some other assets.

Half of those profits are now generally tax exempt. The tax proposals are expected to draw strong reactions from special interest groups. For example, restaurant, hotel and sports groups are expected to lobby vigorously against anticipated recommendations that only half the cost of business meals be deductible, and that no business entertainment expenses be deductible. According to the newspaper, the woman apparently was fired in connection with an allegation that she recently saw a former boyfriend with whom she had worked in a breakfast program sponsored by the Black Panthers and who was reportedly involved later in possibly dangerous activities. Ms. Harkins, who prefers that designation, was unavailable for comment. Her job at the White House had been to help handle incoming correspondence.

The newspaper said she had hired a lawyer and has asked administration aides to reinstate her and clear her record. The Sun said that before Carter took office, Ms. Harkins worked in the Carter presidential campaign's Atlanta office performing chores similar to those she performed in the White House.
