Sentinel Star, Saturday, November 8, 1980 Refugees bring unrest, high costs to Florida, Senate panel reports Associated Press TALLAHASSEE Cuban and Haitian refugees who have poured into Florida in recent months are contributing to "citizen unrest" and will cost the state more than the federal government predicted, a special state Senate panel says. "The federal response to date is clearly inadequate to meet the needs of the heavy influx of (refugees) in the future," says Sen. Jack Gordon, D-Miami Beach, chairman of the Senate Select Committee on the Impact of Recent Refugees on the State Budget. In a report to Gov. Bob Graham, Gordon said the federal government's reluctance to "identify and accept full responsibility for the recent wave of (refugees)" has spawned fiscal problems for social service agencies and generated "attitude" problems in Dade County.

Graham's office said the report is being reviewed. It was announced Friday that Cuban and Haitian refugees who arrive in the United States will be sent to Fort Allen, Puerto Rico, for processing but most will be resettled in the continental United States. Cuban-Haitian Task Force director Frederick M. Bohen said the order was effective at midnight Thursday. Refugees arriving prior to that time would be resettled from South Florida.

HRS state refugee coordinator Henri Benlolo said the estimate would be given to the federal Department of Health and Human Services to reimburse the state. So far, the federal government has appropriated $25 million for educational services and $100 million for other services, such as welfare payments, medical care, job training and counseling for refugees, said Gordon and Sandy Gammie, a governmental assistant for Florida's Washington office. Those funds are to be divided among about six states where refugees have resettled. But Ms. Gammie said Florida is expected to get the largest chunk of the money because about 80 percent of the 125,000 Cubans and 9,000 Haitians who arrived in the United States since April 1 are expected to settle in Central and South Florida.

Gordon gave Graham two recommendations as a result of the Senate panel's findings. He urged the appointment of one person to be in charge" of the state's response to the refugees. He also recommended that Graham encourage the federal government to send more funds to Florida. Mrs. Hilma S.
