They have divided the state into regions centering on major airports in Orlando, Miami, Tampa and Jacksonville and are using committees of aviation representatives to chart long-range plans based on projections from consultants.

Their final product, expected in mid-1986, will become part of the state Department of Transportation's 20-year plan and the state comprehensive plan. The work, paid for with $2 million from the Federal Aviation Administration, is an update of a 1972 state aviation plan, said DOT project manager Larry Bauman. That plan took four years to produce and was done by DOT and FAA without local input. The 1972 effort was among the first statewide aviation plans attempted nationally. But it was too optimistic, Bauman said, because it recommended development that couldn't be supported because of a lack of funding and a lack of local endorsement.

The current effort is more realistic because it represents a consensus among aviation experts and authorities from each airport, he said. It will define the roles of the state's 102 publicly owned airports, identify funding needs, examine runway needs and transportation systems to and from airports. Such an evaluation of a state's aviation future has not been done anywhere else in the United States, said FAA district manager Jim Sheppard in Orlando. Sheppard said aviation planning at the state level typically has been piecemeal with little coordination among airports. Some states, he added, prepare no evaluations and that forces the FAA to make its own estimates using airport-supplied data.

Sheppard said other states should follow Florida's lead if the study is successful. "What they're doing is an advantage to the state, it's needed, it's beneficial. But it's got to be done right," he said. "Nationwide we're having capacity problems. We've got airspace problems and we've got congestion problems.

But the fact of the matter is the concrete on the ground is the limiting factor." The study "is not intended to and cannot usurp local master planning authority," Sheppard said, but it may change FAA funding priorities for long-range airport projects. The FAA expects to distribute $75 million this year to airports in Florida, Puerto Rico and the Virgin Islands. The state will spend another $23 million and the airports will provide more than $75 million, he said. Consultants will meet with Brevard County airport officials at 10 a.m. Monday at the Melbourne Hilton at Rialto Place to discuss how their operations fit into Central Florida planning.

Women say police official spoke of sex acts to them By John Glisch OF THE SENTINEL STAFF WINTER PARK Seven women employees of the Apopka Police Department recited a litany of sexual harassment allegations Thursday against Deputy Police Chief Joe Taylor, who was suspended two weeks ago after a policewoman said he made sexual advances toward her. In daylong testimony before a three-member Internal Affairs Review Board, the women said Taylor sometimes touched them, repeatedly asked to sleep with them, often touched his genital area in their presence and on several occasions asked two of them to perform oral sex on him. Taylor, an eight-year veteran of the department, sat quietly during most of the proceedings.

He denied all the allegations in a brief statement at the end of the session. "I've never coerced anybody, I've never solicited any sexual favors," he said. "I've never done any of these things." The board will forward its findings to Apopka Police Chief Tom Collins. It could recommend that Taylor, 52, be fired, suspended or cleared. Any final disciplinary action will be determined by Collins.

Officer Lynda Bennett, who filed a harassment complaint against Taylor with the federal Equal Employment Opportunity Commission in August, said he started making sexual comments within weeks after she joined the force in March 1985. Deaths elsewhere In one instance, she said Taylor told her her haircut "wouldn't affect my performance in the bedroom at all." Another time Taylor caressed her arm after stopping her in a hallway, Bennett said. "I found it degrading at best," she said of the incidents. "I felt personally humiliated." Other women employees told similar stories. Mary Getch, secretary to Collins, said Taylor harassed her for years every time Collins was out of town and on one occasion suggested she perform oral sex on him.

"He said many times he would like to take me to a motel," Getch said. "He caressed my legs many times." Sharon Maurice, a former Apopka police dispatcher who now works for the city's fire department, also said Taylor suggested "on at least 10 occasions" that she perform oral sex on him. She said the harassment contributed to her decision to leave. Some of the women said they complained verbally about the incidents to Lt. Ray Hendricks but nothing was done.

Hendricks, head of the department's internal affairs division, conducted a full investigation after Bennett filed her complaint with the commission. He presented the women's case to the review board, saying, "I have no reason to disbelieve them." Other women, however, said they remained silent out of fear of losing their jobs. Taylor called a number of rebuttal witnesses who said they never saw him sexually harass women employees. Sidney Clute, detective on 'Cagney Lacey' SANTA MONICA, Calif. Sidney Clute, 69, the actor who played Detective Paul LaGuardia on the Cagney Lacey television series, died Wednesday of cancer.
