The child's body, Baker said, acted as a human airbag for her mother, who was not wearing a seat belt and was injured seriously enough to spend a week in the hospital. Four hours after the accident, Veronica died from massive head injuries. Her father, who also was not wearing a seat belt, was not seriously injured.

Baker, a father of two who never before had investigated a child traffic fatality, said he is haunted The force of the impact threw the dashboard. Anger rises in Baker's voice when he says parents must be held accountable for the safety of their children. The bill also would require that points be assessed against a driver's license for violations. "Whenever you stop someone for not having their kid in a child restraint, that's the first thing out of their mouth how much is it going to cost and will I get points assessed against my license?" Baker said. "Maybe raising the penalty will make them think twice about not using it. Certainly charging them with vehicular homicide should."
