Shirley Jones was watching the whole incident from her door, and said she became incensed with the officer's actions. "Your son could be arrested right now," she said Soto told her. But she knew Soto was out of his jurisdiction and told him so. Soto was unavailable to comment but did speak with Edgewood Lt.

Mark Cantell, saying he asked Jeffrey to let him see the gun, and that he then concluded it was a toy. Cantell said Soto tried to talk to Jeffrey's mom about the danger of children playing with guns that look real. Cantell said Soto wanted to explain that motorists on the busy street might believe the rifle was genuine and veer off the road. "He could cause an Cantell said. They both called the Orange County Sheriff's Office, which has jurisdiction in the area, and Deputy Dan Newlan arrived within minutes. Newlan, by all accounts, was polite and tried to calm everyone. Newlan did not recall making that statement, but Cantell said Soto recalled hearing it. Newlan went to talk with Jeffrey Monday evening to convince him police officers are decent people.

But Jeffrey needed no convincing. His grandfather, who gave him the $5 toy rifle five years ago, retired as an Orange County deputy sheriff in 1987 after 20 years' service. He was devoted to his community and committed to helping its arts, civic and educational organizations. He has been an art collector and supporter of the arts for many years. He was nominated for the 1992 Corporate Citizen of the Year Award because of his magnanimous support of the arts, civic and educational organizations throughout Central Florida.
