In a Nov. 27 letter to public officials and the news media, Huskey suggested meeting with private road builders about financing the beltway, considering the Legislature's failure to come up with a plan. Survivors: mother, Jean have been hard hit by thieves following a similar pattern. "It's just gotten real bad over the past few months, pretty much the time they were in business," Morris said. "I feel certain that they're doing the majority of it." When arrested late Monday evening during a stakeout, Ludeman had 340 pounds of wire valued at $700, Morris said. Investigators were watching a substation east of Sanford on State Road 46 after uncovering some information during an investigation. A few hours later, they searched Ludeman's home and found more copper wire and about VA ounces of marijuana.

Also uncovered were receipts indicating that Ludeman had pocketed $8,000 since September selling stolen materials as scrap, Morris said. "He had them in a box for us," he said. "They've been doing real well." Scrap yard operators in Daytona Beach and Orlando probably thought they were making legal deals because they furnished receipts for each load, Morris said. At current prices, used copper nets about 80 cents a pound, while aluminum can fetch between 50 and 60 cents, deputies said. DELAND A burglary ring that was stealing copper and aluminum from power company substations and selling it to salvage yards has been broken, sheriffs officials in Seminole and Volusia counties said Tuesday.

Ronald Jack Ludeman, 28, described as the ringleader, was released Tuesday from the Seminole County Jail in Sanford on $5,000 bond. Ludeman, who lives in Enterprise in southwest Volusia County, was charged with burglary and grand theft. Authorities expect to arrest and charge two more suspects, said Seminole sheriffs Sgt. Bill Morris. Since September, thieves stole at least $8,000 in materials from Florida Power Corp.

and Florida Power Light Co. substations in Volusia and Seminole and sold the metal for scrap, Morris said. As in the construction industry, utilities officials said, materials thefts are an escalating problem. They cost utility customers tens of thousands of dollars annually. Since September, power substations in Volusia and Seminole "I am mystified by behavior attributed to E.

Everette Huskey, which seems childish to me. I have been working on this project for months," Paulucci said in a statement. "Anyone can have an idea even similar ideas but you've got to do something about it; you've got to bring the right people to the table to put a workable program together." B.J. West, chairman of the Orlando-Orange County Expressway Authority, said she can't remember which letter she got first, Huskey's or Paulucci's. "Does it matter?" she said.
