VOLUSIA C-4 The Orlando Sentinel, Thursday, July 27, 1995 Columnist's funeral is set for Eustis EUSTIS Services for Bill Bond, The Orlando Sentinel's Lake County columnist who died Tuesday, will be held Friday at St. Mary of the Lakes Catholic Church in Eustis. Bond, known as a friend of the downtrodden during more than two decades with the Sentinel in Lake County, died at his Eustis home Tuesday after a six-month bout with cancer. He was 62. A funeral Mass will be offered at 10 a.m.

Friday at St. Mary of the Lakes Catholic Church at 234 E. Badger Eustis. Visitation for friends will be at the Harden-Pauli Funeral Home, 1617 S. Bay Eustis, from 6 to 7 tonight.

Military rites will take place at 7 p.m. today at the HardenPauli chapel and a wake service will follow at 7:30 p.m. In lieu of flowers, the family asks that donations be made to Hospice of Lake and Sumter Inc. JOSEPH H. ABRAMSON, 92, Fairview Avenue, Daytona Beach, died Tuesday, July 25.

"Do you want to keep $8 billion in Florida or let the federal government spend it elsewhere?" Chiles said. The governor struck back at his chief health-care critic, Senate President Jim Scott, R-Fort Lauderdale, who on Tuesday called the Chiles' plan a "shell game." "He either doesn't understand or has spoken incorrectly," Chiles said. "He went to Washington and talked to Speaker Newt, and Newt said don't pass this." Chiles says he will call a legislative session after Labor Day in hopes the Legislature will vote to take advantage of a 1994 federal Medicaid waiver. The waiver allows Florida to subsidize health insurance to the working poor with savings from Medicaid. Those savings would be realized by using managed health care, among other things, Chiles said.

Chiles said the plan calls for no new Florida taxes, although Scott has challenged this assertion. "We are going to give the Florida Legislature the opportunity to put leadership ahead of partisanship," Chiles told a small group in the lobby of Florida Hospital. Florida Hospital president Tom Werner said the hospital would lose $126 million over six years without the waiver. Chiles stressed the urgency of a legislative vote to lock in the waiver before Congress decides to begin funding Medicaid through block grants, which he said would severely penalize high-growth states like Florida. The waiver will lock in a growth-rate formula that allows Florida to keep $8 billion otherwise lost under a block-grant approach, Chiles said.

Chiles attended a luncheon with hospital CEOs at the Citrus Club and also spoke to business 1 leaders at a Greater Orlando Association of Realtors forum in downtown Orlando. Twice the Legislature has failed to pass the Chiles plan, but the governor says he's willing to compromise as long as Florida gets the waiver.
