The ordinance will not be adopted, however, until it passes its second reading following a public hearing, City Clerk Henry Tamm said. No date for the hearing has been set. MAYOR TROY P1LAND said a special council meeting could be called in the architect's office for opening of bids, subject to an attorney's opinion of its necessity. In other business, Piland asked council to designate a time for "Clean up, fix up Week," an annual event to encourage residents to improve their property and discard old furniture and other large items. A date will be set Monday. Councilman David Outlaw Monday will present the price of a telephone line to Winter Park. Outlaw suggests the city will save money now spent on long-distance calls with a direct line to Winter Park been occupied by the Coast Guard Auxiliary and Fleet Reserve over the past 44 years, he added.

John Daniels, adjustment board chairman, said horses and ponies are allowed in the city with a limit of one horse an acre, but a special exception is required. DANIELS SAID all horse owners must apply for the special exception 8 p.m.

June 14, when the board meets. "They are to apply in writing with a legal description of their property and the number of horses or ponies they want to run," Daniels said. "All those running livestock, particularly horses and ponies, are In violation of the city code," Daniels added. COUNCILMAN Irene Van Eepoel said there are about 24 horses in the Ranchlands area and the residents wer en't aware a special ex ception is required.
