The top position has Leen vacant since last September, when Dr. Merle Dimbath resigned. Rhodes' appointment was announced by Shelley Boone, director of the division of elementary and secondary education in the State Department of Education. Rhodes, a native of Florida, is dean of the College of Education at Mississippi State. He will assume his new duties March 1.

Dr. Heyd Dies NEW YORK (P) Dr. Charles Gordon Heyd, a surgeon who headed the American Medical Association in 1936-37, died Wednesday in Doctors Hospital. He was 85. 'Babbling Burglar' Arrested FORT LAUDERDALE (UPI) Richard Morrison, Chicago's "babbling burglar," was arrested early today after he was spotted coming out of a darkened home in an exclusive section of town.

Morrison was arrested by motorcycle officer Thomas Hepburn and charged with burglary. HEPBURN said Morrison had some jewelry and $400 in his pockets, plus a flashlight and a screwdriver. He was arrested while coming out the back door of a home owned by Claude Conger. Morrison touched off a major Chicago police scandal 10 years ago when 1 his testimony before a grand jury led to widespread indictments and earned him the nickname "babbling burglar."
